The session ended in the same manner as the entire session could be characterized - agreement regarding property tax and much disagreement regarding the immigration issue. Property tax reform was the central issue for everyone and immigration, while important to some was not an area on which consensus could be reached. For ICC these issues ended as we desired. Property tax reform included consideration of the effects on low income families and the poor; immigration law is the responsibility of the Federal government.

Oppose the Save Act of 2007

Background: Representative Heath Shuler (D-NC) has introduced the Secure America with Verification and Enforcement (SAVE) Act. The legislation (H.R. 4088) has 112 cosponsors, approximately half Democrat and half Republican. In the Senate, Senator Mark Pryor (R-AR) and Senator Mary Landrieu introduced identical legislation prior to the Thanksgiving recess (S. 2368) To date, there are no cosponsors.
The SAVE Act is an enforcement-only bill that would expand the Basic Pilot program for employers to verify the status of their immigrant workers and increase resources for both border and interior enforcement, including an expansion of detention space. The legislation would also authorize funds to train state and local authorities to enforce immigration law. It does not include a legalization program, a worker program, or reforms to family immigration. Read More...

Federal Funding for Abstinence Education to Lapse

As you may know, a major federal program funding abstinence education for teenagers will expire at the end of June unless Congress acts to extend it. Leading congressional Democrats say they intend to let the program lapse. This program, created by the federal welfare reform legislation of 1996, provides $50 million of the approximately $170 million that the federal government spends annually on programs to educate young people in abstaining from sexual activity before marriage. Conference committee phase of the session is very fluid. Typically legislators are trying to find homes for bills that passed one but not the other chamber. Also legislators are fine tuning the legislation. Hence, there often are several ideas being tried and discussions are ongoing - in and outside of the formal committee meetings.
After the final language of the bill is agreed to by conferees, the bill must go to each caucus for discussion and approval before the conferee can sign the report and the report be brought to the floor for a final vote. Hence, depending on the time of the week, it can take days or hours for a bill to get the signatures. Once it does it is likely to pass each chamber since the caucus has already given approval. Most of the decisions on the significant legislation will likely take place on Friday, Saturday and Sunday, the last days of the session. Read More...

Conference committee phase of the session began this week. The most critical bill is HB 1001, State budget. However, there are two other bills that must be agreed to before the budget can be finalized. These are the property tax adjustments in HB 1478 and the slots at the horse race tracks in HB 1835. Both are related to revenue and the allocation of state resources. Committees have been working on these bills all week. Read More...

An amendment in HB 1001, budget bill, provides up to 35 percent credit against state tax liabilities for contributions made to a non-profit Scholarship Granting Organization (SGO). The SGO may use the funds raised under this program to pay tuition and other expenses for low-income students to attend a school of their parents’ choice. The following is the Crossover Legislative Update for the 2007 Indiana General Assembly from Indiana Catholic Conference Executive Director, Glenn Tebbe. The first half of the Session ended this week and those bill originating in either the House or Senate have now moved to the other legislative body for its action. Therefore, House Bills (i.e. HB 1001) will now go through the same process in the Indiana Senate starting with Committee Hearings....and the Senate Bills (ie: SB 001) will now move to the House of Representatives for its action. The legislative session is nearing the first major benchmark – bills clearing the first house. All bills must pass their “house of origin” by a specific date or the bill dies for this session. Third (3rd) reading deadline in the House is Monday, Feb 26. The Senate’s date is Wednesday, Feb 28. To meet this deadline, bills had to clear committees this week. The House deadline for second reading, where amendments can be offered is this week also.

All the bills are now available and ICC has identified 100 that it is watching. Some we don’t expect to move but because of the subject matter we need keep track just in case. Others are there because they deal with matters that may require our involvement. A third category is legislation that directly impacts the common good of society or the Church.
